Who Can Be a Workman Under the Factories Act, 1948?

So I was discussing with my friend @samosa_law that under the Factories Act, 1948, only manual labourers can be considered as a workman. He is saying it's not just limited to manual labourers but also includes non-manual labourers like administrative staff, officers etc. I was saying that only those who are doing manual labour, like working on machines, or are in direct contact with the manufacturing process, can be considered as a workman. We both are stuck and can't agree on the answer. What do you guys think?

My argument is that a workman is defined as someone 'engaged in any manual labour, excluding clerical work' under section 2(m) of the Factories Act, 1948. If our friend is an officer working on a computer in the office, I don't think he can be called a workman.
