Section 30A: The Unending Enigma

I've been stuck on this for days, guys. Section 30A of the Contract Labour Act (CLRA) states that no contractor can employ more workers than specified in their license. Simple enough? But then, the very next subsection (A(1)(b)) says the contractor can employ workers beyond the limit if the employer needs 'seasonal help'. So, is it a license or just a suggestion? What exactly is 'seasonal help'? Does it mean I can hire extra people whenever I feel like it and claim it's seasonal? I've read some case laws, including Patel Construction v. Union of India (1997), but they don't help clarify this mess. Can someone pls shed some light on this?
