I disagree with the All Haryana Bank Employees Association v. State of Haryana (2001) judgment, which held that the decision in Allahabad Bank v. A.K. Chopra (1981) was correctly interpreted. In Allahabad Bank v. A.K. Chopra, the Supreme Court held that there's no requirement for prior sanction for initiation of departmental proceedings against a government servant if the charges are serious in nature. I think this judgment was misinterpreted later on, and it should be re-examined in light of more recent judgments like Smt. Suneeta Singh v. Union of India (2015).
