Labour Law Nightmare : WFH Workers & Payment

I'm literally sweating bullets, exams in 3 days and I still don't get this one thing about WFH workers and payment. So, Section 6 of the Factories Act says employees cannot work from home, but Section 12B of the Payment of Wages Act says employers can deduct up to 50% of wages for work done from home. So is it a valid deduction or not? Can anyone help me understand this paradox? Like, on one hand, I know the labour courts are filled with cases where WFH workers are denied payment or their wages are deducted arbitrarily, but on the other hand, some employers are saying this is allowed as per law. I'm so confused - is it a legitimate excuse or just a lame excuse to exploit workers? Can someone explain this to me ASAP?
