WTF is happening with Doctrine of Implied repeal?

Isi se lagta hai ki 16th amendment aisa lagaata hai ki 4th amendment ko implication kar deta hai. Main sochta hoon agar main 15 ke under case build karta hoon, to kya 6 se connection mil jaati hai? Kya mere ab tak ka saabun dho kar gya tha?
