WTF is happening with Doctrine of Implied repeal?

Main toh akele baitha hoon, section 6 aur 15 ka matlab samajh nahi paya. Section 6 kahaan se lagaata hai, aur phir 15 ke under kya implication hai? Isi se lagta hai ki 16th amendment aisa lagaata hai ki 4th amendment ko implication kar deta hai. Main sochta hoon agar main 15 ke under case build karta hoon, to kya 6 se connection mil jaati hai? Kya mere ab tak ka saabun dho kar gya tha?
