Bhai, I think the excitement is misplaced here. Section 188 doesn't apply to noise pollution, which is actually governed by the Noise Pollution Rules, 2000. What you need is to file an FIR under relevant state law, not CrPC. Also, approach local authorities first to resolve the issue peacefully. FIR should be a last resort.
