When Traffic Cops Make Me Think of Ultra Vires

Every time I'm stuck in a pothole-ridden Mumbai road and some over-zealous traffic cop slaps a fine for a ridiculously small infraction, I think of Ultra Vires. You know, the fancy Latin term for when a government official or entity exceeds their authority? Just like how our traffic cops think they have the power to fine me Rs 500 for not having my parking ticket on the windscreen, but the BMC rules say only traffic police with a specific badge can do it (or so I'm told). It's a classic case of ultra vires, where a public servant goes beyond their powers and messes up my day. Maybe we should introduce a Judicial Services course on Traffic Management 101 to avoid these absurd moments?
