The Government Orders You to Dance

What if our fearless PM suddenly orders all citizens to perform a choreographed dance routine in public every Sunday at 9 am? This order is not part of any Act, but rather an executive directive sent to all state governments. Can the Centre actually compel us to bust a move? Under Administrative Law, one could argue that this is a 'delegated legislation gone wrong', violating Article 14 (equality before the law) as not everyone can or will dance. It could also be seen as an 'ultra vires' action, exceeding the Centre's authority in making rules.
