What if our fearless PM suddenly orders all citizens to perform a choreographed dance routine in public every Sunday at 9 am? This order is not part of any Act, but rather an executive directive sent to all state governments. Can the Centre actually compel us to bust a move? Under Administrative Law, one could argue that this is a 'delegated legislation gone wrong', violating Article 14 (equality before the law) as not everyone can or will dance.
