The Contradiction Conundrum of Section 39 of the Copyright Act

I'm totally baffled by Section 39 of the Copyright Act, 1957. According to me, it seems to create a contradiction between copyright protection and the right to freedom of expression. Under Section 52, fair dealing is an exception to copyright infringement when it's done for the purpose of criticism, review, or news reporting. But what about Section 39, which states that copyright owners have the right to control the quality of reproductions? Don't these two provisions clash? If fair dealing is allowed for the sake of criticism, but the quality of the reproduction can be controlled by the copyright owner, isn't it like saying "abuse of freedom of expression" is allowed? Help me understand, guys.

Mujhe yah lagta hai ki Section 39 ki contradicts hai apne aap. Ek side se, yeh copyist hai, jab ki dusri side se, yeh artist ko right deta hai apna kaam copy karne ka. Main abhi tak soch raha hoon, kya yeh koi judicial discretion ka mukhya hai? Kya aapke paas koi vichaar hai?
