Section 52 of the Indian Copyright Act: A Confusion

The Act says that fair dealing with a copyrighted work for the purpose of criticism, review, or news reporting is allowed. But then it also says that reproduction of the work for such purposes is allowed, provided it's done without any profit motive. Lekin, what about when a news channel reproduces a copyrighted article for reporting purposes? Are they making a profit? If so, does that mean they can't use Section 52? It's like the Act is sending mixed signals, yaar! Can someone clarify this for me?
