Bhai, chalo! I think the confusion is that administrative action can be challenged under Art 32, but only when it violates fundamental rights. If it's a procedural issue or not related to FRs, you might need to go under Art 226. Also, check if the authority is quasi-judicial or not, coz that'll affect which remedy you can use.
