Lekin main to yeh samajh nahi pa raha hoon ki special procedure ka kya hoga? Sir ne bataya ki yeh uske liye hai jab koi bill par amendment ki suggestion aati hai jo Constitution ke framework ko change karta hai. Lekin phir yeh kya hoga ki general procedure bhi usi wala hai? Yeh to karta hai hi amendment to karne ka process. Main samajh gaya hai ki special procedure ka use hoga jab koi kisi article ko abolish ya replace karna chahta hai.

Article 368 ka special procedure yeh aapke sawal ke jawab deta hai. Ismein Parliament apne anushasan ke anusaar koi bhi constitutional amendment pasand karta hai. Yeh pasand karte samay, yeh amendment 2/3rd ka majority se hi pas ho sakta hai, aur ismein Rajya Sabha ka mandatori participation bhi jaroori hai. Yeh procedure Constitution ke 368th article ke anusar hota hai.
