So you know how sometimes Shah Rukh Khan's character in a Bollywood film does something that looks like justice but is actually just a clever trick? That's kinda like what our Constitution calls 'colourable exercise of power.' See, when the government makes some rule or order, but actually uses it as a cover-up for something fishy – like in Raees when SRK's character takes over the entire liquor business – that's colourable exercise of power.
