Is Website Blocking under IPC or IT Act?

When a court orders a website to be blocked, does it fall under Section 66A of the IT Act (since it's about online content) or Section 188 of the IPC (since it's about disobedience to public servant)? I've always thought it's IPC 188, but a friend claims IT Act 66A is the answer. Which one is correct and why? Can someone please clarify?

Main to lagta hoon ki website blocking IT Act ke under hai, khass karke Section 80. Ismey Internet Service Provider ko permission dega hota hai ki ve kisi website ko block karein. IPC ka koi provision website blocking ke liye uplabdh nahi hai. Main yeh point aaj tak support karte hain.
