Is the RTI Act a Money Bill or Not?

So I was chillin' with my batchmate Roshan bhai over chai and we got into a heated debate on this one. He says the RTI Act is a Money Bill because it has provisions for setting up the office of the Information Commissioner and that's got to do with public finance, yaar? He cites the example of a cricket match where setting up a new stadium is a form of public expenditure, so same thing here. I'm like, bro, that's a weak analogy and totally missing the wood for the trees. I say it's not a Money Bill because it doesn't have any provisions for taxation or appropriation, which is the core of what defines a Money Bill. Now, can you guys help us out?
