Is the RTI Act a Money Bill or Not?

He says the RTI Act is a Money Bill because it has provisions for setting up the office of the Information Commissioner and that's got to do with public finance, yaar? He cites the example of a cricket match where setting up a new stadium is a form of public expenditure, so same thing here. I'm like, bro, that's a weak analogy and totally missing the wood for the trees. I say it's not a Money Bill because it doesn't have any provisions for taxation or appropriation, which is the core of what defines a Money Bill. Now, can you guys help us out?

Kya RTI Act ek Money Bill hai ya nahin? Mujhe lagta hai ki RTI Act ek non-money bill hai. Iska matlab yeh hai ki yeh Lok Sabha ke paas hi pass hona chahiye, lekin yeh Finance Minister ki sambhala se nahin hua. RTI ki shuruaat 2005 mein hui aur yeh Act aasani se pass hua tha, toh isme koi dhang ki paise ki bhoomika nahin hai.
