Is Section 14 of the Limitation Act of 1963 a Time Bomb?

Kya yeh mere liye hi confused hai ya koi dusra student bhi aisi samasya ke shaamil hai? Main Section 14 par padh raha tha aur maine socha kyunki yeh section kaha se aa gaya. Section 14 ka matlab hai ki yeh koi bhi case hai, yeh 3 saal se pehle registered hona chahiye kuch nahi toh limitation expire ho jaayegi. Lekin phir yeh Section 17 bhi hai jo 9 mahine ka extension deti hai. Kya Section 14 ne apne aap ko Section 17 se kuch toot liya hai? Ya fir Section 17 ne Section 14 ko chhod diya hai? Mein to confused ho gaya hoon. Kisi aur ki kya raai hai?
