Bhai, confusion between Ld. aur Ld. Notwithstanding hai common. Jab court se kuchh bhi exception hai, toh use Ld. Notwithstanding likhna chahiye, jaise: "It is Ld. Notwithstanding Section 13, the defendant will still be liable." Ld. ka use general law ko indicate karte hain. Clear hai nhi, toh confusion hai.
