Dharam Singh v/s State of UP: Concept of "State Action" still unclear

Par question aata hai ki kya dharam Singh ka case (1964) humara administrative law main khaas mahatva diya jaata hai? Mera problem yeh hai ki state action ka concept main kaisa understand karna hai. Sab kaha jaata hai ki koi bhi karyakram, niti, ya adhiniyam jo state ya public authority dwaara aayogya hota hai wo state action kaha jaata hai. Lekin dharam singh ka case bhi state action ka example deta hai. To kya woh bhi state action tha? Jab tak main samajunga nahi, toh mujhe confusion rehti hai ki state action ka concept kaisa define karna hai.

Bhai, I think problem is we're still grappling with "State Action" (Rajya Kriya) concept. In Dharam Singh, SC observed "State Action" is not limited to direct action, it also extends to private action with colour of State authority. But what's "colour of State authority" ka matlab (meaning)? Still not clear to me.
