Decentralization of Power in Public Services

Papa, I've been reading about this and I just can't get it. Imagine a state government creates a regulatory body to oversee the functioning of private schools within its jurisdiction. However, due to lack of oversight, these schools start flouting health and safety norms. A parent like you files a complaint with the state but no action is taken. The parent then goes to the central government and seeks a writ of mandamus for the state to take action. Now, the state says that regulatory body is a subsidiary body and therefore, it can't be held accountable.

What legal remedy would apply here? Should the parent go to the state's administrative tribunal or can they directly appeal to the central government's court?

Arre yaar, I don't think decentralization of power is the aasan solution here. In fact, it can lead to more corruption and inefficiency. Our village darogas are already struggling to maintain law and order, how will they handle more responsibilities? We need more accountability and transparency in our public services, not just shifting power to local level. Kuch isey sochne ki zaroorat hai.
