People keep confusing this with actual police power to arrest, but it's literally a provision for the informant (or complainant) to be produced before the Magistrate to ensure the informant's safety or get protection from potential threats or revenge. It's not a direct order to the police to arrest someone. In other words, it's saying 'Hey, police, take this informant to the Magistrate to ensure they're safe.' It's not 'Go, arrest this person.'
