CrPC 173(8) ka interpretation - correct option kya hai?

CrPC 173(8) ke under, SDM ko police incharge ko sarkar ke liye gatividhi report submitt karne ki anumati deti hai. Lekin issue yeh hai ki kya SDM ko report submitt karni zaroori hai, ya wo police incharge ko anumati dete hi aapne report submitt karne ki anumati do sakta hai?

According to me, CrPC 173(8) ka interpretation ye hai ki, agar police investigation complete ho gayi hai aur FIR registered karwa diya gaya hai, toh police report ko Court me present karnay ka koi zaroorat nahin hai. Iske alawa, jo bhi evidence police ne collected hai, unka mention FIR me karna zaroori hai.
