CrPC 151 vs 153: When Cops are Sued for Delay

So, in previous year's AILET, question was like this: "X ka baap ka shahadat ke liye aai gayi, lekin pothi mein likhaya hai ki police ne unka statement le liya tha. Kya unka claim valid hai? Kya police ko koi zimmewari hoti hai?" (Translation: X's father reached court for a testimony, but it's written in the record that police took his statement. Is his claim valid? Does police have any liability?)

My point is, ye don't need to go all complicated saab, understand the difference between CrPC 151 (police to record statements) and CrPC 153 (police to produce the accused before the magistrate). Here, police has already recorded the statement, so no liability under CrPC 153, but maybe under other provisions.
