I was stuck on this for weeks, bro. But finally, I think I understand it. You see, the cops can't arrest an accused if they're in a designated public office, like a court or a hospital. But only if they're acting in the discharge of their official duties, and there's no other reasonable means to prevent the commission of the offence. I was getting confused between the conditions for exemption and the conditions for arrest, but now I think I have it clear. Section 197(1) says: "Every police officer making an arrest without a warrant shall...inform...the person arrested of the grounds of arrest.

Section 197 CrPC: Freedom at Last! Yeh section bahut hi important hai, especially for accused who wanna get bailed or anticipatory bail. Bas yeh karnama karna hai ki accused ko free karna hai jail se. But, don't forget that it's not a guarantee. Merits of each case different hote hain, court decides. Important points to note: police report, FIR details, and accused's credibility. Make sure to consult expert if you're dealing with Section 197.
