CPC Ka Section 17 Dilemma

A) Yes, it does - any tribunal exercising judicial or quasi-judicial functions B) No, it doesn't - only courts established under the Constitution or statutes
Which one's correct and why? I mean, I've read the section like 5 times, but I'm still unsure. Somebody please break it down for me!

Maine saari baatein padhi hain lekin ek cheez clear nahi ho rahi hai. CPC ka Section 17 kya kaha hai? Yeh section kaafi complex hai. Kya yeh section court ke adhikar ko define karta hai ya parties ke beech ki dispute ko solve karta hai? Main samjha hoon ki section 17 ki shuruaat un conditions se hoti hai jahaan parties ko court ke paas jaana padta hai.
