Confusion Reigns - Offer, Acceptance, and Intention

Maine socha tha I understand Contract, and then the paper happened ๐Ÿ’€. But seriously, guys, can someone explain Section 26(1)? "Where at the request of the offeror, the offeree signifies his assent to the offer, the acceptance is not deemed to be a counter-offer, but an acceptance." Okay, got it, but then what about clause (2) - "but where a mere silence is relied upon as creating a contract, the burden of proving that consideration moved from the promisee is on the promisee"? How is this not a contradiction? If acceptance is not a counter-offer, then how can silence be a valid acceptance? Maine to socha tha ye sab logon ko pata hai?
