Confused by Doctrine of State's Jurisdiction Over Foreign Accused

Section 22 of the Constitution talks about jurisdiction of the Indian State over persons accused of offences committed outside India. It says the Indian State can exert jurisdiction if the accused is a citizen of India or a resident of India. But then, Article 21 of the UN Charter (which our Constitution has ratified) says states can't exercise their territorial jurisdiction unless the crime was committed within their borders. Is it just me or is Section X completely contradictory? I mean, what happens if Indian citizen commits a crime in say, Dubai? Can our courts take jurisdiction? Maine socha tha I understand Contract, and then the paper happened ๐Ÿ’€. Some help plz?
