Concept of 'Rule of Law' in Administrative Law - confusion

I'm stuck on the concept of 'Rule of Law' as per Administrative Law. Sab log kehti hain ki yeh ek fundamental principle hai, lekin main samajh nahi paya kyon. According to Dicey, Rule of Law includes three principles - supremacy of law, equality before law and absence of arbitrary power. But then, Article 14 of the Constitution does the same thing. Kya ye don't overlap? Aur kya ye Article 14 ka extension hai? Main dekha hua hai ki SC ko kabhi bhi is baare mein kuch nahi kehna padta hai, likhi jaati hai 'principle of equality' ya 'Rule of Law principle' ke naam par, lekin samajh nahi aati. Help!
