Article 352 ka interpretation - koi baat nahin, confusion to hai!

So, I'm studying for AILET and I'm going over Article 352 with my friend, and we got into a fight about the interpretation. The question is:

"A state is under President's rule for the past 12 months. The Governor of that state reports to the Parliament that the situation is back to normal, but the Centre still wants to extend the rule. Will the Governor's report override the Centre's decision?"

My friend says yes, because Article 356(4) says the Governor's report is final. But I say no, because Article 356(5) says the Centre can override the Governor's report with a two-thirds majority in the Lok Sabha.

So, what's the community's take on this? Am I right or is my friend?
