Article 19, Freedom of Speech... but what about sedition laws?

Kya aap logon ka khayal hai, Article 19 ko freedom of speech ke naam par apply hota hai, but to phir bhi Sedition Act 1969 ko exist kyun hai? Ye confusion toh mujhe bahut lagti hai. Agar Article 19 mein freedom of speech hota hai toh kyun nahi yeh section 124A IPC ko abhi bhi valid hota hai? Main toh samajhta hoon ki ye dono opposite hai, but koi solution to hai kya? Main Article 19 ka interpretation kar raha hoon, to koi bhi baat keh sakta hai ki yeh 2 sections ek-doosre se unrelated hain, lekin toh mera head mein confusion hai.
