Admin Law: Kya Yeh Sab Theek Hai?

I'm literally freaking out, guys. Only 3 days left for the exam and I still have no idea about this one concept in Admin Law that's just not sinking in. It's about the distinction between 'State' and 'Public Authority' under Article 12, and I just can't seem to wrap my head around it. In one of the notes, it says that a 'Public Authority' includes even non-State entities performing a public function, but then another note says that a 'State' is a much broader term that includes not just the government, but even entities exercising state power. Is this just another case of CLAT notes being totally jumbled up, or am I missing something? Can someone please help me out here?
